Crypto just took a body shot from Congress. π₯
On Tuesday, September 15, the U.S. Senate failed to advance the CLARITY Act β the bill that would have set the first real U.S. regulatory framework for digital assets, splitting oversight between the SEC and the CFTC. The cloture vote came in at 49 yes, 50 no β well short of the 60 votes needed to move it forward.
The market did NOT take it well. Bitcoin slid to about $75,908, down ~4%, briefly dipping below $75K at one point. XRP dropped 1.79%, Ethereum fell 1.13%. Crypto stocks got smoked even harder: Coinbase and Circle each crashed ~9%, Robinhood -3%, Strategy -4%. π
This wasn't some small bill. The industry spent hundreds of millions of dollars on lobbying and campaign cash to get this to the floor, and negotiators hashed out 600+ pages of compromise. Then four GOP senators joined every Democrat in voting it down β 11 votes short. Senator Thom Tillis flipped his vote to no as a procedural move so he can bring it back for reconsideration later β but the path back is murky at best.
SEC Chair Paul Atkins said it plainly: "With or without that legislation, this Administration will deliver for American investors and technological innovators." Translation: the agencies will try to write rules on their own β but it won't hit like an actual law.
